Rosemary was born and educated in England. She did her graduate studies in the US and is a retired speech therapist. She is married to Dr. Sam Selinger and they have two adult children. She has served on the Board of Directors of Saint Georges School, Spokane Opera, the MAC, Building for the Arts, American Symphony Orchestra League, Sacred Heart Development and the EWU Foundation. She is Past Chair of the WA State Arts Commission, and the Past President of the Spokane Symphony. She currently serves on the Board of Directors of the Inland Northwest Community Foundation, the Spokane Symphony Board of Directors, the Advisory Council of Saint Georges School, member of the Community Advisory Board for the Armed Forces and Aerospace Museum and has been Chair Woman of the Go Red fundraiser for the American Heart Association.

Her interests include music, theatre, opera, travel, golf and tennis.
